The Finance and Budget Network brings together those responsible for the financial management of the organizations of the United Nations system.
It was created as part of the reform of the sub-machinery of the Chief Executives Board. It is the successor body to the finance and budget sector of the Consultative Committee on Administrative Questions - CCAQ(FB), which had been meeting on a regular basis since 1948.
In addition to providing the opportunity to exchange information between senior financial managers, the network is responsible for providing advice and strategic guidance in respect of issues of common concern to UN system organizations as a whole. These include results-based budgeting, international accounting standards, auditing and oversight mechanisms, financial reporting, programme support costs, fraud prevention, and others. It is also responsible for providing guidance in respect of jointly financed activities of the UN system, including security management.
The FB Network meets twice yearly and reports to the HLCM.

The expenditure figures presented in these charts provide a comparative snapshot on the value of activities carried out by the organizations of the UN system. These figures are extracted from the latest available audited financial statements of the relevant organizations. Most refer to the biennium 2004-2005, with the exception of UN Peacekeeping Operations (1 July 2004 to 30 June 2006).
Expenditure originates from regular resources, as well as trust funds, technical cooperation, and other non regular resources. Expenditure in-kind has been deducted when separately reported in the financial statement. Amounts originally in currencies other than USD have been translated using either the exchange rate indicated in the relevant financial statement or, otherwise, an exchange rate obtained with the averaging method from the UN official rates for the period.
The significant value of programme expenditure incurred by executing or implementing agencies on behalf of the funding organization could not - except rare cases - be isolated. Amounts are therefore shown as appearing in the total expenditure line of the financial statements, without further manipulation.
