The High Level Committee on Management is responsible for ensuring coordination in administrative and management areas across the UN system. It is composed of the most senior administrative managers of the organizations of the system.
It is responsible to the CEB for: coherent, efficient and cost-effective management across the UN system of organizations; identifying, promoting and coordinating management reforms that will improve services, achieve productivity improvements and increase efficiency and effectiveness across the United Nations system. It is currently examining current accountability mechanisms with a view to identifying best practice and providing guidance on increased collaboration on accountability and transparency.
HLCM is also responsible for maintaining dialogue with staff representatives on concerns of a system-wide nature and interacts when required with Member States in the United Nations fifth Committee. It meets twice a year and undertakes consultation and coordination on a continuing basis.

System Wide Coherence
In November 2006 the Independent High-Level Panel on the UN System Wide Coherence appointed by former Secretary General Kofi Annan, delivered its report in titled “Delivering as One”.
The "Delivering as one" report puts forward a series of recommendations to overcome the fragmentation of the United Nations System so that it can deliver as one, in true partnership with and serving the needs of all countries in their efforts to achieve the Millennium Development Goals and other internationally agreed development goals.
HCLM on Business Practices
Business Practices
In response to the increasing demand from the international community for effective, efficient and harmonized UN system operations, the High level Committee on Management has started the development of a plan of action for the harmonization and reform of Business Practices in the UN system.
Two criteria have been identified as the inspiring principles for the development of project proposals and the assessment of priorities to be included in the plan: (1) achieving efficiencies and (2) promoting the concept of delivering as one at the country level. More

System wide coordination with a focus on the activities at the country level is ensured by another coordination mechanism of the common system: the UNDG.

At its 31st session in March 2007, HLCM agreed to designate Inter-Agency Procurement Working Group (IAPWG) as the new procurement network of HLCM, and to rename it “HLCM Procurement Network”. UNDP continues to serve the network as its secretariat. More
Legal Network
The objective of the Legal Network, established during the 13th Session of the High-Level Committee on Management, is to improve the system-wide coherence in the provision of legal services, thus responding to the need to increase overall coherence of the UN system, in full respect of the autonomy of member organizations.More
